Gabriel Monterrosa Métairon
Project Manager – MASIF
Gabriel is RUSI Europe’s Project Manager for the EU funded Monitoring and Support Project for the Global Illicit Flows Programme (MASIF), where he now supports the various GIFP projects that work on curbing illicit flows throughout Latin America, the Caribbean, and Africa.
Gabriel received his Bachelor from New College of Florida, where he wrote his undergraduate thesis: A Comparative Study on Organized Sexual Exploitation and the Effectiveness of Government Response. He then proceeded to attend the Dual Master programme jointly managed by the University of Malta and George Mason University (Virginia, USA), in Valletta, Malta; where he wrote his graduate thesis: Evaluating Europol’s Mechanisms to Increase Law Enforcement Cooperation among Member States in Fighting Organized Crime since 2010. In 2018, he joined the International Institute for Justice and the Rule of Law (IIJ) based in Valletta, Malta, where he worked as a Junior Programme Manager for three years. While at the IIJ, Gabriel co-organised and delivered numerous workshops funded by Australia, the European Union, Switzerland, Turkey, the United Kingdom and the United States as well as went on mission to Ethiopia, Mali, Tanzania, Tunisia and Turkey as a representative of the IIJ. These workshops covered multiple counterterrorism themes such as returning foreign terrorist fighter’s families, evidence gathering, witness testimony, administrative measures, and others.
